Pretty skirt but tight

I bought size S because the measurements listed matched my measurements (~26.2). But the skirt size ended up being a little smaller (25.9 inches instead of 26.77) and since the fabric isn't stretchy at all, the skirt is a little tight on me. It's still wearable, but it's not super comfortable when sitting down. Otherwise, the fabric of the skirt is good quality and looks like the photo. The black blouse fits me perfectly, though. I would recommend going up a size if your waist measurement is close to the waist measurement of the skirt; I think the M size would have been a better fit for me, as the length doesn't change. The delivery took about three weeks.
